I say plan a GPS in all sex offenders body (say internal that will detonate upon attempt of removal) regardless of victims age. Have their GPS on the net so anyone can view where the he** they are on a given moment. They already have their mugs on the sex offenders list anyway, so this would only bring it to real time.
